Lawyers vow to stand up for separate state

GILGIT: Lawyers from all the seven districts of Gilgit-Baltistan here warned that if by November 1, 2014, Gilgit-Baltistan was not made a separate province or given an Azad Kashmir type of set-up or provided complete constitutional rights after linking it to AJK, a fully-fledged movement for a separate state would be launched in the area.                                    Image

After a conference of the lawyers from the supreme appellate court, high court bar and district bar associations, a statement was issued by the participants expressing grave concerns over the fact that even after 66 years of the liberation won from the Dogra rule GB was the only piece of land in the entire world with a constitutional set-up of its own. All the affairs of this most sensitive region of the world are still run through remote control under notifications issued by the ministry of Kashmir affairs and Gilgit-Baltistan based in Islamabad. They also regretted that even in this age of human rights the area people were being kept deprived of all their basic rights. This is not the rampant violations of the international conventions on human rights but also in complete disregard to the May 1999 Supreme Court of Pakistan judgment that had called for putting in place a constitutional system for the area.

The lawyers said that despite the high degree of patriotism, the people of Gilgit-Baltisan were still being treated as the third grade citizens deprived of all rights available to people in all other provinces of Pakistan.
This conference expects that keeping in view the geo-strategic significance of Gilgit-Baltistan, Pakistan will review its policy of brinkmanship and stop the divide and rule policy adopted for the region since 1971. Because of these policies, not only the trend of nationalism but separatism was fast taking roots in the whole area, said the statement. Pakistan should understand the fact that this policy of divide and rule and pitching the citizens against each other in the region would be leading to extremism and terrorism to the detriment of not only this region but also the whole country and the state. The conference also spoke about different political movements including those inside Pakistan such as Balochistan despite the fact that people in these areas enjoyed all their basic and constitutional rights. But the issue with the people of Gilgit-Baltistan is unique in the sense that here they have no basic rights given to other citizens under the constitution.
The lawyers expressed their astonishment and ridiculed Pakistan’s excuse that the UN resolutions on Kashmir were an impediment to Islamabad’s giving all the rights to the people of Gilgit-Baltistan. The fact of the matter is that, there is no provision in the UN resolution which can stop Pakistan from giving the rights to the people of Gilgit-Baltistan. They said that India gave special constitutional status to the part of Kashmir under its control back in 1949 by inserting a special section (370) in its constitution. The Kashmiris have representation in the parliament of India and also have their own legislative assembly. They also referred to Azad Kashmir, the other party to the issue, who were given special status in 1997 with the establishment of the state with their own prime minister and president.
The conference expressed the astonishment that Pakistan has treated Gilgit-Baltistan spreading over 28000 square miles as a colony and even did not accept the accession request of 947. By declaring the region as a disputed territory the federal government not only disgraced the sacrifices rendered by the people of the region to liberate the land from the Dogra rule but also kept the area people subjugated even in the 21st century.
They also severely criticized the autonomy and self rule order of 2009 saying by keeping the power to amend the rule with the ministry of Kashmir affairs Islamabad had made it a senseless and redundant document. They said this had further added to the sense of deprivation among the people of the area. The conference added that if the federal government failed to correct the system the lawyers would be in the fore front of the movement for a separate state in the region.

SSC and HSSC high achievers recognised by AKU-EB

???????????????????????????????????????????????????????????????

The sixth annual Aga Khan University Examination Board’s High Achievers’ Awards ceremony to reward and recognize the accomplishments of secondary and higher secondary students was held at the Aga Khan University campus.

While talking to the young graduates, Azhar Abbas, Managing Director Geo News, Geo Television Network, asked them to remember that graduation is only a concept. “In real life a person graduates every day and it continues till his or her last breath,” he reminded the students and “those of us who can grasp this notion can make a difference.” While quoting Albert Einstein he asked the young graduates not to try too hard to become a ‘man’ of success, but rather try and become a ‘man’ of value.

Welcoming the gathering, Dr Thomas Christie, Director AKU-EB expressed his satisfaction at the progress made by AKU-EB students. “Seeing our alumni moving toward their career goals, obtaining admissions to top universities, especially those internationally is very encouraging,” he said. “The increase in admissions to international universities was 183 per cent, almost three times higher than 2010 as identified by AKU-EB’s University Destination Survey conducted in 2011. Some of these universities include Mt. Holyoke College and the University of Houston in the US; and the University of Regina and Simon Fraser University in Canada.” He pointed out that nationally, AKU-EB alumni secured admissions in 145 leading institutions across Pakistan. “We look forward to the success of this year’s HSSC graduates as well in pursuing diverse professions at the universities of their choice. We have prepared them for higher level education with the right tools of critical thinking, conceptual knowledge and application. We wish them all the best.”

This year, AKU-EB awarded 160 distinctions in different subject areas and streams of studies to SSC and HSSC candidates from 40 cities across Pakistan. Cash prizes were also awarded to the top three SSC and HSSC position holders.

Among the top SSC candidates were Syed Wahaj Ahmed, Sadaf Batool Rizvi, Sheharyar Farooq, Zahra Hussaini respectively; and the top HSSC candidates were Anum Zehra Raza, Hafsa Jawed and Adil Shah respectively.

In his closing remarks, Firoz Rasul, President, Aga Khan University, congratulated the students on their exceptional achievements. He also lauded AKU-EB for focussing on learning based on understanding of concepts and utilising application-based assessments in an effort to do away with rote learning. Highlighting the importance of interactive teaching and learning President Rasul talked about, “aims to empower our students. By actively sharing their experiences and individual knowledge obtained through social interactions, observations and research, students can help transform the whole learning environment in the classrooms.

Silk Route Festival: Ukranian ambassador pays first visit to G-B after Nanga Parbat tragedy

HUNZA:

After five of his Ukranian compatriots were brutally murdered alongside five other trekkers at Nanga Parbat, Ukranian Ambassador Volodymyr Lakomov became the first official from his country to visit Gilgit-Baltistan (G-B). Lakomov arrived in Gilgit on Sunday with 14 other foreign delegates to participate in the Silk Route Festival.

After partaking in festivities on Monday, Lakomov found the people of G-B to be “most hospitable” and Hunza residents “amazing dancers”.

“I saw the young and the old dancing to the tunes. It was really an amazing performance. Let me say it’s really good to be here with them,” shared the ambassador at the end of a folk dance performance at the historic Altit Fort in Hunza Valley.

The traditional dance was part of the three-day cultural event organised by the G-B government to revive tourism in the region. The unprecedented Nanga Parbat massacre in June resulted in the death of 10 foreign mountaineers and one local guide. The incident was a serious setback to the region’s tourism industry; foreign travellers left the country in droves and travel advisories were issued.

“I came here to see for myself the land, its culture, music and way of living. Now I am convinced it’s a safe and secure place for foreigners,” Ambassador Lakomov told The Express Tribune.

Exporters suffer faulty cargo service of NATCO

By: Farhatullah Baig

Sost Gojal(ST Report): Pakistan exports 24,000 tons of goods per year to China, which includes items are Pine Nut, Wall Nut, Dry apricot, Prayer mate, Garments, Herbal Medicine and Tea etc.. All these goods are transported by Chinese trucks and trailers from Sost to Kashgar and Tashkurgan. Northern Areas Transport Corporation NATCO has only 2 trucks (Kamaz) on this route from Sost to Kashgar, which hardly go to China 3 times in a month due to its worst condition. And the Pakistani private transporters are not allowed to cross the border.

The cargo carrier fare of Chinese transporters from Sost to Tashkurgan is 300yen/ton (PKR 5100/Ton) and Sost to Kashgar is 400 yen/Ton (6800/Ton) and PKR 5.4 to 7.5 per KG. The NATCO cargo carrier fare is PKR 45000/ton from Sost to Kashgar, which is comparatively cheap than the Chinese transportation. The capacity of the Chinese trailers is 15 to 20 tons where as the trucks of NATCO carry only 10 ton.

According the exporters they have requested the NATCO to provide new trucks with larger capacity. And also has demanded the Government of Gilgit Baltistan to permit the private transporter on the route to China.
